Subject: Potential expert report
Dear Dr Mole
I hope you do not mind me getting in touch.
I am currently acting for a non-citizen Latvian in respect of his asylum matters. My client fears return to Latvia on the basis that he would be at risk of extradition from Latvia to Russia to serve an outstanding prison sentence. Several years ago my client was convicted and sentenced to a prison sentence in Russia for a relatively minor offence. Owing to the harsh prison conditions, my client escaped and fled from the detention facilities. The Russian authorities pursued his extradition to Russia to serve the remainder of his sentence but he successfully defended extradition on the basis that the Russian prison conditions would breach his rights under article 3 ECHR as they were tantamount to inhuman and degrading treatment.
We require expert evidence as to the risk of extradition from Latvia to Russia, particularly given his non-citizen status. Is this something that you may be able to assist with by way of an expert report? If so, please could you provide a breakdown of your costs and time frame for producing a report. In the event that you are unable to assist, I would be grateful if you could suggest the names of colleagues who may be of assistance.
