New Tender for a Stimulus Paper on:

Black and Minority Ethnic People in Higher Education Leadership

The Leadership Foundation for Higher Education is seeking to commission a short, solutions-based and thought-provoking 'stimulus paper' aimed at promoting debate and discussion on the participation of black and minority ethnic (BME) people in higher education leadership. This paper, as in previous stimulus papers, is intended to generate new thinking and inform choices, discussions, action and development at institutional and system levels in UK higher education. As well as provoking discussion, the paper should give an insight into new and emerging agendas and innovations relevant to higher education today. This paper will be the second of the Leadership Foundation's published stimulus papers addressing the area of equality and diversity in higher education leadership, following on from the publication and launch in March 2013 of Professor Louise Morley's paper: Women and Higher Education Leadership: Absences and Aspirations<http://www.lfhe.ac.uk/download.cfm/docid/99B1D279-79A2-47E7-B3817A5262847B63> .

It is well-documented that though people from BME backgrounds are more likely to enter higher education than their white peers, thereafter a differential arises between white and BME people in their career progression in UK higher education (see, for example, ECU's 2012 statistical report<http://www.ecu.ac.uk/publications/files/equality-in-he-stats-report-2012-staff.doc/view> ).

From postgraduate level onwards there is a 'leaky pipeline' of BME people, with few progressing through the ranks into senior positions. BME academics and professional and support staff are further disadvantaged relative to their white peers in being more likely to be on fixed-term contracts. Research has highlighted the persistence of institutional racism in higher education and continuing discriminatory behaviour towards BME staff. This is in spite of the introduction of stronger legislation to promote race equality including the Race Relations (Amendment) Act 2001 and the Equality Act 2010.

The paper must be evidence-based (or offer creative and stimulating new ideas) and be well-informed about the relevant current literature on the topic where applicable. Preference will be given to papers that draw on one or more of the following:


·         International experience and examples of successful practice overseas

·         Relevant experience, ideas and good practice from other sectors

·         Examples of interventions that have been developed to encourage a step-change in practice.

·         Structural and cultural barriers in UK higher education, whether perceived or actual which need to be addressed.

·         The intersectionality of race with other aspects of difference, including gender and disability.

The Leadership Foundation provides a variety of learning opportunities designed to support individuals, institutions, groups and teams to meet the challenges and changes ahead. The Foundation also offers a variety of knowledge-based resources to its members to support innovation and development, drawing on its higher education, cross-sector and international networks and experience. Authors should be well-briefed about the Leadership Foundation's current services, its aims and philosophy, so that the paper adds value to what is already on offer.

Papers can be single or multi-authored and must be delivered between October and December 2013.

The paper should be no longer than 8,000 words and bids will be limited to £3,000 inclusive of VAT.

·         1-2 pages explaining the title and focus of your paper, the key themes and questions you will address (please ensure it is clear how your paper will focus on the challenges facing leaders, managers, governors and head-hunters and how it will help to inform their choices and decisions).

·         Focused CVs for the author(s) of the paper including relevant publications and experience.

·         Please also submit a previously published paper which you feel illustrates the credibility of each individual/team in relation to this task and demonstrates the communication skills that are appropriate for the target audience of senior leaders, managers and governors in UK HEIs.

·         Exact deadlines for delivery will be negotiated between the authors and the Leadership Foundation, delivery will be expected by the end of December 2013.



We will be accepting proposals until 18 July, 5pm. The successful project will be noted on the Leadership Foundation's website.
