We have had a great experience working with Annertech <http://annertech.com>(
annertech.com ) on the DECIPHER <http://decipher-research.eu> project. They
are based here in Ireland but they have worked with a lot of international
NGOs with some very big deployments. They are also Drupal core
contributors, so they really know their stuff.
