The request
We are looking to appoint a consultant for a few days work across the next few months to assist us in developing a robust and engaging training plan for 4 potential trainees working across three organisations: St Edmundsbury Heritage Services, Suffolk Archaeology Service, and Suffolk Record Office – all based in Bury St Edmunds. The consultant will need to be knowledgeable about the opportunities and challenges facing the sector and relevant policy documents, especially those relating to training, skills and competencies in museums, archaeology and archives. 
 
The context
We have been given a stage 1 pass from the Heritage Lottery fund for a project that will eventually employ 4 people as trainees. We hope to give the trainees a rounded experience of the heritage sector by them working across each organisation within a year-long contract, by providing professional training and mentoring, by supporting them in an accredited work-based training programme and by ensuring they have work programmes that meet NVQ requirements, are interesting to the trainees and integrated into our wider work. There will be a particular focus on making collections accessible through digital means.

Specification for Adviser to heritage organisations based in Bury St Edmunds developing a Training Plan for the project ‘Developing Heritage Skills for the Digital Age’
 
Who is commissioning the work                    St Edmundsbury Heritage Services
St Edmundsbury Heritage Services is the lead organisation in the HLF ‘Skills for the Future’ application ‘Developing Heritage Skills for the Digital Age’. The project is a partnership training project made up of three heritage services based in Bury St Edmunds  - the museum, archaeology and archive services.

She is the project officer for the project and is responsible for doing all research, document writing and liaison between partners.  A Project Steering Group includes Alan Baxter from St Edmundsbury as the Project Manager, Abby Antrobus from SCC Archaeology Service and Kate Chantry from the Suffolk Record Office.
 
The Work Required    The adviser will be required to support the development of a training plan to be written by Lyn Gash by
·         Liaising with the steering group and understanding the ambition and wider context of the project
·         Providing contacts and advice where necessary to develop the project’s Training Plan and by this ensuring the Plan’s impact and viability is maximised 
·         Providing constructive feedback on drafts of the Training Plan and its supporting documents to ensure the plan is well structured and makes best use of the resources available to the project 
We expect the work to occur between July -September 2013 (this timeframe is not negotiable), to involve a briefing at the beginning of the work and there-after communications through telephone and email, and to take about 5-6 days overall, although times will be spaced out fairly evenly between July and September.  
 
The Context       The project’s ambition is to develop the capacity of heritage organisations to diversify their workforce, to bridge the gap between traditional documentation knowledge and new technology and to increase the capacity in this part of the region for heritage organisations to support NVQs in this area of work. The project will train 4 people with no previous heritage training or qualifications in effective documentation and digital technology and accredit their learning through an Accredited Assessment Centre. It will provide a mix of in-house, joint and freelance training opportunities within a context of work-based practice. It will also support staff to act as effective supervisors &/or trainers, and will help the heritage organisations work more closely together for the future, especially over sharing collections practice and knowledge. Payment & terms 
Payment will total £1,800, be in two parts and supplied within 30 days of the submission of a bill.  
Payment 1 (£750 + travel costs) will be made after the adviser has 
·         Reviewed the successful project application to the HLF
·         Attended a face to face meeting with the steering group
·         Provided an initial report to Lyn Gash providing clear guidance on what further research and work she should do and where she can find the necessary information. The report should also highlight any issues the Plan should take account of beyond the HLF guidance.
Payment 2 (£1,050) will be made after the adviser has
·         Provided constructive feedback on the first draft of the Training Plan 
·         Responded to email &/or telephone queries as necessary
·         Pro-actively encouraged &/or supported Lyn Gash in her work
