Dear Lovely Listers In Essex we have a 'windscreen of need ' for children's services which I have managed to ascertain is a semi-circular diagram divided into 4 parts of which the first part is green and shows normal child support services, then as the sections go across to the right they become more orangey then red (so a traffic light as well as a winscreen) and show higher levels of need, culminating in red level 4 (being taken in to care for own or others protection for example). I have been asked to do a literature search to aid prediction as to what makes children 'tip' from one level into the next (particularly level 3 to 4) and I am really struggling for keywords that will come up with any sort of sensible answer. The obvious incidences in a child's life such as death of a parent/carer, break up of family, unemployment, escalation of substance abuse etc etc will all be triggers, but they are all unpredictable - has anyone else worked in this topic area or have a brain that seems to be working better than mine is at the moment ? I have tried it from the opposite angle by looking at prevention strategies as well as traumatic events but am still floundering a little - any help greatly appreciated. The object of the exercise is obviously to help commissioners decide where to concentrate the money. If you reply off list I will collate for anyone else who emails to register interest.
