We sometimes get customers with addresses outside of the UK wanting to join. They have POA, just not UK based. They may have a library card from their country of origin. Our on line form does not state that customers have to be resident in the UK.
How to others deal with this issue? People travel around much more, and populations are more transient, especially in cities. I would be interested to see how other library authorities are responding to this and what the ‘rules’ are round joining and allowing borrowing entitlements.
