Universities Australia... released a paper in February, entitled ‘An agenda for Australian Higher Education 2013-2016’.

The OA proportion worldwide is already about 40% worldwide in 2013.

Universities Australia could have been more decisive. I suggest as an alternative:

Universities will provide the full text of all their research publications, or a link to where such a full-text can be found, in their institutional repositories no later than the end of 2016. Compliance should be measured six months after publication in the case of biological and medical research, twelve months in the case of all other sciences, and two years in the case of humanities and fine arts.

I suggest this modification:

Universities will provide the full text of all their research publications, in their institutional repositories no later than the end of 2014. Deposit must be immediately upon acceptance for publication. Compliance should be measured continuously. Embargoes on open access to the deposit are strongly discouraged but will be tolerated for the time being: 6 months for biological and medical research, 12 months for all other sciences, 24 months for humanities and fine arts. ARC should adopt the HEFCE/REF proposal to require immediate deposit in the institutional repository in order to be eligible for evaluation. Repositories should all implement the email-eprint-request Button for embargoed deposits.
