Great news for sure - and reason to celebrate … but this directive does not diminish the need for the US FASTR bill.  

As SPARC explains in its press release: http://www.arl.org/sparc/media/sparc-applauds-white-house-for-landmark-directive-.shtml

"The Executive Directive is a major achievement for both open access and open government - we now need to take the next step and make open access the law of the land, not just the preference of the President.  Congress should pass the Fair Access to Science and Technology Research Act (FASTR) - a bipartisan bill making its way through the House and Senate."
