Its looks to me that, as Ian said, the SessionInitiator has gone at that address. However I suspect that if you made a case for it being useful and asked Nate he would put it back.
OTOH testhib is an I2 beast and if they are trying to deprecate SAML1.* they may be unwilling to do anything to extend its life
AFAICS the testshib endpoint will speak SAML1 to you if your metadata doesn’t have any SAML2 endpoints.

does this still work? I have an IdP that works with the testshibb2 service but fails on the SAML1.1 tester with the error:
Shibboleth handler invoked at an unconfigured location
