      Public sector equality duty
           
      New guidance published

      The Commission has published Technical Guidance on the public sector
equality duty for England, Wales and Scotland. The guidance provides an
authoritative, comprehensive and technical guide to the detail of the law.
The public sector equality duty was created by the Equality Act 2010, and
replaces the race, disability and gender equality duties. We have produced a
suite of new Technical Guidance to provide practical approaches to complying
with the public sector equality duty in England, Scotland and Wales. It will
be invaluable to lawyers, advocates, human resources personnel, courts and
tribunals, and everyone who needs to understand the law in depth, or apply
it in practice. Read more

      In response to the Bill of Rights Commission's recent report Mark
Hammond, CEO of the Commission, said 'The Human Rights Act has provided
essential human rights protection to everyone in Britain. The Commission
believes that if a Bill of Rights were developed it should not water down
any protections contained in the Human Rights Act.'

the UK's Supreme Court to fight a ruling against a disabled air passenger in
the case of Christopher Stott v. Thomas Cook. Mr Stott, a permanent
wheelchair user, had to endure an uncomfortable return flight from Greece in
2008, after Thomas Cook failed to provide for his needs as the law requires.

      In response to press reports that Stuart Lawrence, brother of murdered
teenager Stephen, has launched a race complaint against the Metropolitan
Police after he was stopped 25 times, Mark Hammond, CEO of the Commission,
said: ŒThe Commission has worked with various police forces, including the
Met, to address this issue. We hope to work with the Mayorıs team and the
new police and crime commissioners to achieve this progress across the
board.ı

authorities in England have met their legal requirement to publish equality
information to prove they are providing equal opportunities and making fair
decisions. The report reveals that only half of the public authorities
assessed were responding fully to the requirements of the specific duty
regulations under the public sector equality duty to publish equality
information.

in response to the publication of the Leveson Report into the Culture,
Practice and Ethics of the Press, Baroness Onora OıNeill, Chair of the
Commission, said: ŒAny new regulator must be genuinely independent both of
government and corporate power, and expert at balancing the right to freedom
of expression with the right to privacy. Most importantly, the powers
afforded to such a regulator should protect everybody equally.ı
