A bit of quick G00gling suggests that there exist UK-built, so-called 'ANPR' ticket machines that can communicate data back to a central hub. Whether such data so communicated includes, or could include, a VRN, is open to question (G00gle did not reveal) however, the more sophisticated and facilitating a device is and the more integrated it becomes, the greater is the likelihood that the data it processes are governed by law or regulation.
A UK manufacturer claims PCI compliance for their ticket machine(s) in their brief description online, but makes no mention of DPA.
