Are there two or more potential kinds of offences?

1 Putting a fake VRN or a just any old symbols on the ticket?

2 Using a ticket with another car's VRN?

3 Overstaying your welcome?

To hold the driver/owner responsible the warden has to note or photograph the actual car's VRN.

Does the VRN which is then stored constitute PD irrespective of what has entered before?
