Not sure why it would suddenly stop working.

What does

 % starperl -MStarlink::Config -e 'print
$Starlink::Config::StarConfig{Star_Bin}."\n"'

give?

and I assume $STARLINK_DIR/bin/astrom still exists.

The code looking for the astrom binary looks like it could be tidied up a
bit.
