Dear all

I would like to invite submissions of short papers to the ELSI Track at
ISCRAM 2013, Baden Baden, Germany.

Ethical, legal and social issues are a critical and under researched
dimension of IT innovation, with particular significance in disaster
management. Work in cscw, pd, disaster sociology, philosophy and related
areas should inspire and inform important discussions at ISCRAM.

The ELSI track welcomes practitioner reports, academic papers, and design
examples that address ethical, legal and social issues of IT supported
emergency management in all phases of the emergency response. Track topics
include, but are not limited to:

* Data sharing, data protection, transformations of privacy
* Safety, usability and security of technology, technology failures and
their implications
* Transformations of accountability, responsibility, professional
integrity, fairness, safety, security, information superiority through
appropriation of Emergency Management Information Systems (EMIS)

* Innovation to address ELSI through advances in design, law, policy and
practice, e.g. Privacy by Design, proactive law, open data, crisis
informatics
* Ethical opportunities and challenges of Œcrisis informatics' and
volunteering
* Societal issues such as surveillance, militarization of everyday life,
culture of fear
* Computer professionalsı responsibilities to design for resilient
computing
* Comparative studies of ELSI in different countries
