Perhaps only obliquely relevant but some of my thoughts on the outcomes (and objectives as outcomes can only be assessed in reference to objectives, right?). With some further references..

It talks about the "late-flowering gratitude after an earlier period of frustration and resentment", in addition to other things... I.e. some important "outcomes" only mature in some 20+ years and are hard to measure.
