I personally cannot stand this position that the JCQ are putting us into - they want to say to their political masters that they are tightening up but meanwhile (based upon Marjanne's comments below) are giving us a "nod and wink" to turn a blind eye to abuses provided we have a signed bit of paper. Effectively they want us to lie to cover their backsides - they obviously haven't learnt from the experience of being caught giving examiners conferences where they told delegates what would be in the tests.

Shirley's document is interesting, but I know that if I issued that nothing would happen and no access arrangements would get granted. However, I can see no honest alternative to doing something very similar.

Now where did I put the vodka?

Funnily enough I've just had a similar situation.
 
GCSE student saying she had a reader and scribe at another centre and needs the same here.  She doesn't have either in any of her classes.  
 
When told she cannot have SOLELY for her GCSE exam she must have support in class as arrangements need to reflect her normal way of working...she said well ok then, I'll have support just for my GCSE classes but not for any of the other courses I'm doing but I still need a reader and scribe for their exams!
 
Really really tempted to tell them all no-one is getting access arrangements at all this year...cos I'm fed up with the lies and would save me a LOT of work!  I'm in Funky Skills land at the moment and boy is it a great place to be........

Obviously I agree with the fact that you should not allow, when you are aware, any arrangement for the exams if not taken up in class. However I do not know all the students and have to rely on the Learning Support Department on the information for access arrangement. At the RTA course last week, two JCQ inspectors confirmed, when I posed the question that I suspected that not all the arrangements were not the 'normal way of working', that if we had documentation to say it was, we as Exam Officers had acted in good faith and the Inspector would speak with the principal/director about this. These inspectors said that the documents they expected to see for Exams were a copy of form 8, a copy of the outcome of the application (either electronically or printed) and the signed data protection.
 
In case I suspect 'fraud' I always inform the principal and point out the consequence for the centre.
 
But it is one of the areas I am not at all confident about. Today I got a letter of a GP which stated that a candidate is agoraphobic and needed a separate room. She has been coming into college and is participating in class. I have refused so far. No doubt I will get parents on the line.

That is classic "buck passing" - and I speak as Mr Black! The issue is
very simple - they are either telling the truth or not. As suggested
before, your Head of Centre needs to interpret how the JCQ inspector
would react if they found this practice occurring.

I have spoken to my line manager about it now, she wants me to put a
paper together detailing what the problems are and what we need in order
to be compliant with the regulations.  The next part will be getting
Learning Support to yield to our will. Wish me luck!

I agree with you. However if the Learning Support team sign the document
(lying comes to mind), you can apply for the arrangements. You might
want to warn the Learning Support Department that when the JCQ inspector
discover their ploy, they could take away your school's status as an
exam centre.

Sorry to bring this up yet again.
 
 
 
We have recently discovered that our Learning Support team have been
requesting various access arrangements for students that do not
necessarily need these arrangements in the classroom, but, according to
them, need the arrangement in the exam as they panic and get stressed
and it is only then that they need the arrangement.  These arrangements
are backed up by the appropriate evidence, and our learning support team
signing one of our forms agreeing that it is the usual way of working.
 
 
 
Have any of you come across this?  To my mind if the student is not
using it in the classroom, even though recommended, they should not have
it during the exam.  Surely a bit of stress with exams is normal, and
not necessarily a good enough reason to expect an access arrangement, is
it?
