Or how about a rule that all researchers should do all their engagement directly with the public without the use of intermediary third parties? I keep getting told by science communication professionals that researchers are not good enough at engagement (or do not have the capacity to reach large numbers) and so should only do it through intermediaries. 

(Less tongue in cheek-ly) REF Impact Case Studies are a very specialised piece of communication for a very specific purpose. I know of good engagers who have struggled to get good case studies together as they are not in a format that is 'accepted' in mock assessments. I have also some examples of case studies put together by people who have actively opposed public engagement but make the impact and its generation very clear.
