Indeed (though in the case of St Teilo's they would presumably have been removed when the medieval altar was replaced by a table in the C16). The medieval altar stones now in the church are just the top slabs and came from elsewhere.

The consecration ceremony for a church, which was elaborate and is fairly well known, involved placing relics in the altar.  Presumably, at a deconsecration, they would have to be removed somehow.

This is the (very simple) provision in current RC Canon Law:

Can. 1212 Sacred places lose their dedication or blessing if they have been in great measure destroyed, or if they have been permanently made over to secular usage, whether by decree of the competent Ordinary or simply in fact.

I'm not sure whether or not canonists would consider rebuilding at a museum to qualify as "in great measure destroyed" or "made over to secular usage". If so, the church would simply "lose" its consecration: it does not have to be "deconsecrated" in any way, either ritual or administrative. This is the post-1983 situation. -- Paul
