Solution: encrypt them with GnuPG, selecting the ASCII armor option.
Once turned into text you can email them as text, and the recipient
merely needs to install GnuPG or PGP and have told you the private
key to encrypt to.

There are unencrypted ways to serialise a picture as text as well.
