I type the commands in NeuroDebian site (Your suggested link) : I selected down "Ubintu 11.10 " and "USA" for the two options. so it suggests to type following commands in Terminal:
1)wget -O- http://neuro.debian.net/lists/oneiric.us-nh
It is cool
2)
sudo tee /etc/apt/sources.list.d/neurodebian.sources.list
But this takes along time! since I don't know how long actually it takes! is it on the way which should be by this long time?

Hi,
Usually you can't use apt-get while another package manager as Ubuntu Software Center is working at the same time.
You should setup the Neurodebian repository as explained here: http://neuro.debian.net/#how-to-use-this-repository
and then install FSL and the atlases with, e.g., sudo apt-get install fsl-5.0 fsl-atlases.
