I agree with Chris.  It s not the most important issue out there, but it is something that needs to be resolved - or at least moved on.  Some of us old lags remember dealing with the issue at length in the 1990s via a series of RCHME hosted seminars.  The idea that DBAs were not Events was I thought tested to death at the time especially by Glen Foard.   However, maybe it is time to once more (finally perhaps) to revisit the arguments - perhaps a special meeting of the ALGAO HER Committee - inviting reps. from othe rparts of the sector?

 

On the subject of Heritage Impact Assessments; these are even less well defined than DBAs (the new version of the IfA S & G on DBAs is I think much improved from the viewpoint of HERs and planning archaeologists).  They became more  prevalent after the publication of PPS 5 in 2010 on the back of policy HE 6.3, and I would agree that some I have seen are useful.  However, the Government Planning Circular on the validation of planning applications, also published in March 2010, contradicted PPS HE 6.3 and made it problematic to require Heritage Impact Assessments before validating planning applications.  Also, unlike DBAs, they are not mentioned in the NPPF.  The lack of planning status for HIAs may therefore mean that in due course they become less common or are re-branded as DBAs?

Hi Chris,

Maybe you could qualify this by saying 'In my opinion'. In a recent ALGAO survey 76% of respondents said that they recorded these as events.

Dear all

 

Is anyone else recording good Heritage Impact Assessments as Events in their HERs?  If so, what Event Type (as in the NMR Event Type Thesaurus - http://thesaurus.english-heritage.org.uk/thesaurus.asp?thes_no=566) do you categorise them as?  There isn't currently a specific term for them, and the scope notes for DBA, EIA and Historic Area Assessment aren't really right for what we see coming in with planning applications.  I know there is some scepticism about whether work like DBAs should be considered as Events (and not simply as Sources) but it makes sense from the point of view of data structure to record them as such.  I would also argue that well researched assessments do add a lot to HERs and should be flagged up as pieces of work.  Is there a need for a new thesaurus term of Heritage Impact Assessment do you think?
