My browser clears down all cached information at the end of every session. This means that the BBC website has to ask me every time I visit, following a new session.

I do this on my browser because I access several secure sites as part of my work and it is good practice to ensure no trace of accesses can remain. 

Anyone else who is security/privacy conscious is therefore doomed, like me, to forever be blighted by this way of managing cookies. 

For the record I do believe it's the legislation that is at fault for existing in the first place. However, it does exist so some blame does indeed have to go to the web designers who, like sheep, all seem to have innovated in the same direction.

Its not the legislation that’s at fault, a bad Privacy statement will put people off as do endless disclaimers, surely the problem is in the hands of the website. I have been to the BBC website on many occasions and remember clicking on the cookie bar but now it is not a problem, I have made my informed decision and moved on. Just because some websites make a pigs ear of how they do the cookie pop-up doesn’t mean that it’s a disaster. They should all learn from good practice and make it work for the consumer.
