Just to take a broader view on this. Cycling clubs are very, very varied indeed, set up for different purposes at different times over the past 135 years. Not sure that your original question is coherent enough as it stands. I’ve done some interview work with current racing and touring club members in the North West  focussing on concepts of community and have studied how local and national club networks have changed over the course of the twentieth century. Not sure I'd describe them as meeting the needs of the entire community.  From their website, they seem to be almost totally dedicated to competitive cycling: no family rides, no beginners rides.
