Dear All

Thanks to Yan's investigations, via Dave Richards's Bibliography, I found that this poem was first printed in the Pioneer of 29 September 1888. It was not collected by Kipling but is published in full with notes in Andrew Rutherford's Early Verse by Rudyard Kipling. It appears on pp.428-430 with notes and a commentary.
