I don't think licenses are good tools to try and regulate intent and/or open education behavior in practice.
Without debating which license is better or more free, in practice it would still be possible to lock a NC licensed resource behind a password without using a paywall and so the NC restriction doesn't resolve the issue of motive or intent of downstream users.
Like yourself, I have no problem with people or organisations making money from OER.
However, I do have problem with "openwashing" -- as we say in the Commonwealth -- that's not cricket ;-)

If UOP is using CC-By licensed materials, then they are legitimately
part of the OER movement, and even the 'free content' movement,
according to the definition. But nobody can access their stuff because
it's behind a paywall.
I don't mind people making money from open educational resources. But
throwing up a paywall and calling it free is offensive to the concept,
even though that's exactly what the pro-commercial CC-by license allows
and even encourages.

It would be great if institutions providing more affordable access to open education would share back any value additions based on OERs they have received freely.
