I would like more context personally. Are the cameras in the toilets over the heads of children as they take a dump? Or are they at the entrance and in the communal area to keep an eye on wags vandalising? The way the press writes things you'd be forgiven for thinking that every time someone sits on the loo they are filmed from 10 different angles... Absolutely right about proportionate response. It would also be nice to see the justification for the CCTV too.
