Forgive me but how are unpaid fines fraudulent?

mmmm - we chase our own unpaid fines using a bailiff. If one of them
gets caught speeding and fails to pay the fine, surely the police would
chase that. 

I just wondered if because they were the audit commission (Wales) we
could not refuse, nor refuse to hand over our database if they asked.
