In the case of the Oxford one, the first I'd heard of it was when
you set the notified site today. Before that it had been assigned 
to NGI_UK, but neither 'notified site' nor the traditional 'Assign 
ticket to specific person(s)' had been set, so there was no email 
sent to Oxford.
