From memory there have been some good evaluations done in Australia, at both the State and Federal level. Some are done by Govt, i.e.

and many others have been done by Vol/Ind sector services with a focus on CALD (Culturally and Linguistically Diverse)communities – see online.

Somewhere I have got a hard copy of an evaluation of Language Line, I think but from distant memory it wasn’t a particularly well-designed study.
