When you say they have been told that they are not eligible for DSA, who said that? Only SFE, Social Work Bursaries or the appropriate research council can say yes or no.
 
I have assessed many Post Grad (MA, MSc, MBNA, Phd etc) students with approval for DSA funding. (All?) Research councils now require students to apply for support through their HEI and unfortunately not all staff in HEI who may be approached by a student know the procedure. They are sometimes surprised to find that they have to pay for a needs assessment.
 
However, most PG students' DSAs will be gunded by SFE or Social Work Bursaries.

I have a client who has not previously had dsa for any degree. They are following a distance learning masters. They  have been told that there is no DSA provision for (a) masters level (b) students following distance learning.  It is not my experience that DSA is unavailable at higher levels i.e masters/mphil/phd.
