For a job to require CRB it has to be on the Home Office eligibility list which is available here:
http://www.homeoffice.gov.uk/publications/agencies-public-bodies/CRB/about-the-crb/eligible-positions-guide?view=Binary
CRB is for those positions that have direct contact with children/vulnerable adults not just information so the requirement will depend on the circumstances of the specific post within a particular organisation and whether it meets the eligible criteria.
