I think you would be liable to a Human Rights injunction if you prevented anybody going to the toilet, supervised.  JCQ regulations do not prevent this.  Some candidate's personal situations would make any such enforcement unreasonable (heavily pregnant, needing to go there and then, etc).

There are no JCG Guidelines on this - the candidates may leave the room at any time as long as they are supervised. I would like to know if there are centres who do not allow supervised toilet visits in the first half hour of the exam? Is there anyone out there?

Does anyone out there have a college policy prohibiting students from leaving the exam room supervised (e.g. for a toilet break) for the first half hour of the exam? If so, do you find this policy works well in your centre?
