Over the last few months, all the Research Councils have changed the Terms and Conditions of Research and Training Grants to further encourage (or even mandate!) public engagement with research and the necessary supportive culture. http://www.rcuk.ac.uk/research/Pages/grantstcs.aspx

Specifically for training grants (as this is the topic):

TGC 9: It is the responsibility of the Research Organisation, Supervisors and Students to actively 
communicate the research to the public at both local and national level, and to raise awareness of the 
role of science and research in any related issues of public interest. 

So from the funder's point of view, it seems clear that there is funding within the training grant for the student to undertake public engagement activities (provided it is related to the research).
