Mmmmm, seem to remember some problem around if different resources produced by the same publisher one being offered by the institution via IP address and another being offered via an Athens username. So although your Athens resource said you could access a medical journal collection, because the main institution subscribed to say a newspaper collection by the same supplier, IP over rode Athens and you struggled to get the medical journal without fiddling around with caches etc... Happened a lot during the original NHS core content set up when people were in academic networks This problem may have been resolved.... But....

I would have thought that IP authentication takes precedence.  If a database host detects a request coming from an authorised IP address, then they probably will not bother to challenge the originator of the request for Athens credentials.  That is what our experience here at Middlesex suggests, anyway.

I suspect this varies from provider to provider.
Some will merge the permissions, however I suspect that most will allow the Athens to supersede the IP as an individual's entitlement is always greater than their locations.
