Motorway speed limits: findings from a citizens' jury

Abstract

There is due to be a consultation on the proposal to increase the motorway speed limit on English and Welsh motorways to 80mph, subject to certain restrictions.  In light of this, a citizens' jury on the subject of motorway speed limits was carried out in December 2011.
At the seminar, the planning and execution of the citizens' jury will be explained and the main findings presented.  The response of officers from the Department for Transport to the findings will be discussed as will some wider points about the citizens' jury model in the context of a more general survey of the likely impacts of a speed limit rise.  The general role of citizen participation in making decisions of this sort will be explored.


About the speaker

Before commencing his doctoral studies, Tom Cohen spent over a decade in transport consultancy, during which time he was able to use a wide range of citizen participation methods, including citizens' juries, to help inform policy decisions.  Tom's doctoral research project involves the adaptation of participatory budgeting to include the climate change impacts of budgeting choices.  He remains very interested in both the theory and practice of citizen participation and in decision making in transport and public policy in general.
