I've written a blog piece on developing research data management policy for the recently established JISC MRD evidence gatherers‘ blog, attempting to introduce the context (with particular UK emphasis but linking to the international picture) and relating to recent experience at Leicester specifically:

Within the JISCMRD programme we are holding a workshop to discuss these issues informally in Leeds on March 12-13^th and sign up for the meeting will be available soon and posted here. Numbers will be limited so first preference will be given to representatives of projects funded through the JISCMRD programme.
