I thought there might be an interesting issue over the extent of the duty to advise and assist based on Ibrahim's comment. Unfortunately when you look back at the original request this clearly does not arise as the applicant specified precisely how he would like the question answered and this is what the ICO has eventually done - albeit in a rather inefficient and no doubt costly way given all the wrangling over the identity of Elvis Funkmaster.

As far as I am aware they do their own in house training, which is to the same standard as ISEB and I believe is based on ISEB.
