Yes it's entirely clear: if busy then provide tracks ... of such dimensions that the traffic won't fit ... then iterate
 
Effectively it says you should widen or reduce traffic, and it's the conundrum of what you do if you can't tolerate either of those outcomes that is the problem.
 
(the solution is to reduce the speed of the traffic such that suggestion lanes are tolerable; that's what happens in practice; but it isn't in the manual)
