I don't see any chance of a full sector wide agreement, particularly one acceptable to the small specialist institutions (often not in UUK) who would have genuine additional costs incurred by both early leavers and late starters, and would largely be susceptible to one way traffic anyway (inward rather than outward).  At the end of the day, unlike some of the nationalised or cartel-based industries like banks, institutions are autonomous and able to make their own policies in this area.   We’ve seen this before on the issue of specific vs general credit transfer and sector wide agreement has proven impossible.

Jane, UCA's current thinking, based on our understanding of the new regime, is:

 

1.    Undecided - probably a third option, which is to write off the 25% and just be pleased to be getting the 75%. We have concluded that it would be unfair to charge a student any more than their loan liability (it would be likely to go unpaid in any case, and would cost us in terms of chasing the debt). We are also of the view that it could become administratively cumbersome to chase the other HEIs for the fee. Assuming the number of those transferring in is similar to those transferring out then there is no gain, only admin cost, in moving 25%s around the country from HEI to HEI (added to that, the fact that our 25% is likely to be different to your 25% would complicate things even further ...)

 

2.    We intend to retain the fee (on the same basis that we will lose it in respect of those transferring in).

 

An agreed sector-wide approach to this would of course be helpful. I would be very interested to see your collated responses.

Dear list members,

 

Following on from the recent exercise by Miranda on student withdrawal and liability points in September 2012, our Finance team want to research the feelings of other institutions and their proposed approach on a couple of points regarding student transfers.

 

1.        How are other HEI’s planning to treat students transferring in to their institutions after they have been confirmed at another institution, as after this point the 25% fee is not portable? Will they charge the student 25% extra or try to get the fee forwarded from another institution

 

 

2.       How are other HEI’s planning to treat students transferring out of their institutions after they have been confirmed at a liability point? Will they retain the fee or forward on to new institution?
