This is because cluster inference is only supported in SPM for T images.  There were some efforts underway to integrate (or reimplement) Keith Worsley's stat_threshold F results into SPM but I'm not sure what the status is.  FYI you can get F cluster size inference with the NS toolbox (which basically is a wrapper for stat_threshold), but I don't think NS has cluster FDR.
