Health Libraries Group: Expression of interest - development of a new HLG website - January 2012

BACKGROUND

The Health Libraries Group (HLG) is a UK based network of individuals working in or professionally interested in health and social care information. Our 1500 members work for the health service, the academic sector, the independent sector, government departments, professional associations, charities and public libraries.  We are a Special Interest Group of the Chartered Institute of Library and Information Professionals (CILIP).

The HLG Business Plan has as one of its objectives to 'create distinct identity for HLG through developing independent website with Web 2.0 functionality and enhanced resources for member'

We are therefore seeking to commission a Web Developer to enable us to meet this objective.

EXPECTED OUTCOME

By June 2012 a new website is designed, created and hosted with a newly registered URL.  Training is provided to members of HLG in order to effectively maintain the site and all support and technical documentation is produced.

TIMETABLE

17th February                       Return of proposals
8th March                              Interviews at CILIP HQ in Central London
2nd April                                 Project starts
12th June                                Final website presented to HLG Committee
12th July                                 Launch of the website at HLG 2012 Conference

A more detailed timescale will be discussed as part of the selection process.

DELIVERABLES

The website is to have the following functionality:

Accessible (incorporating latest functionality to enable maximum accessibility of the website, including disabled users and users of smartphones and tablets)

Password protected area for member only content

Incorporates Web 2.0 technologies and integration

Documentation for continuing maintenance and initial training for the web developer

Further technical documentation covering all aspects of the site

Builds on the mock-up beta site and existing website content is transferred to the new site

Uses an easy to use Content Management System, and assumes no HTML knowledge of the person who will maintain the website

Registered and hosted (domain name and new URL)

Registered with Google Analytics

Contains keywords that enable it to be ranked high in search engines

Complies with the corporate branding of CILIP and HLG

Incorporates the websites of two of our three sub-groups HLG Wales and Libraries for Nursing

Flexible enough to adapt to changing technology and user preferences

Sufficient storage capacity to enable storage of content in all media, including archiving

An inviting and dynamic look and feel using icon based menus

An ability to provide post launch technical support with the view to an ongoing support contract

BUDGET

The Web Developer should submit a fully itemised budget, including for hosting, registering and any ongoing support as well as training sessions and production of documents.

The budget should also incorporate day-to-day operating costs (travel expenses, telephone costs and so on)

THE WEB DEVELOPER

This opportunity is offered either on a secondment or consultancy basis.

We are looking for someone with the following skills and experience:

Proven web development and design skills, evidenced by examples of current or previous work

An understanding of how to attract and maintain visitors to the site

Knowledge of what is required at all stages of web development from understanding the initial brief to design, registration and launch

Familiarity with designing websites to be used on mobile devices

Excellent communication skills, both verbal and written including ability to produce training documents

Excellent time and project management skills and the ability to prioritise and work to deadlines

Highly motivated and able to work remotely and unsupervised

Enthusiastic and able to get on with people at all levels

We would particularly welcome applications from people who have knowledge of the health library and information sector.

ACCOUNTABLE TO AND SUPPORT FROM

The appointed Web Developer will report directly to the Chair of Membership and Publicity of the Health Libraries Group, who will be accountable to the HLG Committee.  The researcher will be expected to attend and present the final website to the 12th June 2012 HLG Committee meeting.

CONTRACT

This will be issued to the successful applicant and will cover such things as copyright, confidentiality, payments and deliverables.

Intellectual Property Rights will remain with HLG

RECRUITMENT PROCESS

Your understanding of the brief and the outcome
Proposed methodology
Timing and number of days work proposed
Experience and background information, including your CV
An outline of why you think you are suitable to undertake this work
Fully costed breakdown, including VAT where applicable
Two referees

Interviews will take place on 8th March 2012 at the CILIP Headquarters in Central London.

The project will start on 2nd April 2012 and be completed by June 2012 when the Web Developer will present the final report to the HLG Committee meeting.
