I can see that, possibly, when someone started might be withheld, but surely disclosure of the rest of Lawrence's examples wouldn't (in general terms) be unfair?

Unless the person at the focus of this type of request was senior management this would not be disclosed under FOI.

There is a point though at which some personal information could be gleaned through an FOI although not as much as a SAR.  For example, someone may ask under FOI does Joe/Jane Psdfsdf work for the Organisation?  What is their role? When did they start? What is their job description? What is their person specification for their role?

All of these would be reasonable to disclose under the FOIA (depending on staff expectations, but even then there is an argument to be made) as it would fit schedule 2 (6) so as to avoid being a breach of DPA.
Moreover, it is unlikely to be unfair in the round.

I suppose with the SAR/FOI question it depends on what you are trying to do. Avoid the fee or find out the information.

Agree with Donald here. Regardless of the source, if the primary source of the request was for personal info, we'd charge (with some exemptions for those previously in our care, employees etc) as if it was a SAR.

Although in fairness because of our corporate exemptions to the fee we charge for barely 10% of SAR's anyway.
