I would have a look at the link which is guidance on using standard lifts (with some improvements) for evacuation.

I will look over the weekend, but I know there are regulations governing fire fighting lifts where they are mandatory, which although the fire service has first call on have the potential to be used in evacuation situations.

Hi folks

The Part B Building Regulations covering fire safety are currently being
reviewed here in Ireland (see
http://www.environ.ie/en/DevelopmentHousing/BuildingStandards/PublicConsultations/).
One of the major fire safety issues for people with disabilities is the
availability of lifts (elevators) that be used to evacuate wheelchair users
and other people with other disabilities in an emergency.

I'm looking for any international standards that specify that evacuation
lifts are mandatory for buildings over a certain size, or over a certain
number of storeys or capacity. I understand that in Spain, the DB-SI
regulations changed in 2010 to require evacuation lifts in all type of
buildings (from 28m of evacuation height) and hospitals (from 15 m). If you
know of any other such standards around the world, please let me know.
