Dear colleagues

I send you the offcial answer of Costa Rica to Nicaraguayan request

http://www.nacion.com/2011-12-14/ElPais/chinchilla-descarta-informar-a-nicaragua-sobre-via-fronteriza.aspx

I have study some international legal conventions on environment, and I never found a reference to environmental transboundary impact "mayusculo" (to be differenciate to "minusculo"impact as seems to say our President.

żAny reference some of you would like to share on that new distinction?

Sincerely yours

Nicolas B.

Subject: [INT-BOUNDARIES] Boundary lines/highway paralel tropcial rivers. A question

Dear colleagues

I send you the text of a note of protest of Nicaragua to Costa Rica related to the environmental impact of the road paralel to the San Juan River iniciated by Costa Rica that I menntionned on my previrous message.

http://www.elpais.cr/frontend/noticia_detalle/1/59254

It seems that this issue will affect (again) the very difficult relatioes between the two countries.

Maybe some of you have information of another tropical river as the
San Juan River with a road following its course (long of 130 km)  that you would like to share with us. Maybe not, in which case, Costa Rica is the only country of the planet with such proyect in mind (!!!):

Sincerely yours

Nicolas B.
