Hi, It would be for inspections where they'd looked specifically at SSA 14, rather than for ESOL I would think. You can find a list of outstanding providers (though this is institutional rather than by specific areas) at http://www.ofsted.gov.uk/resources/outstanding-providers, and there is also a good practice report which drew on colleges with Good or better ESOL provision athttp://www.ofsted.gov.uk/resources/esol-post-compulsory-learning-and-skills-sector-evaluation.
