Dear List,
Regarding the definition of "resilience" in terms of the IPCC and ISDR, see the section starting on page 202 of the paper at http://www.acme-journal.org/vol9/LewisKelman10.pdf

IPCC SREX

Hi List

I imagine a lot of you will already have looked this up [or helped to write it], but I thought I’d take the opportunity to post the link to the IPCC’s new Special Report [Summary for Policy Members] on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation

www.ipcc-wg2.gov/SREX/

Interesting to note that ‘Resilience’ is defined as per the new UNISDR definition, i.e. as ... The ability of a system and its component parts to anticipate, absorb, accommodate, or recover from the effects of a hazardous event in a timely and efficient manner, including through ensuring the preservation, restoration, or improvement of its essential basic structures and functions.

Best wishes
