Dear colleagues and friends of the Uruguay Research Network,

I thought for long that this day would never come. But it has. Yesterday the Uruguay Parliament derogated the Ley de Caducidad and declared the crimes of the dictatorship as crimes against humanity. They cannot be subject to statutes of limitations. There can be justice now for all the victims of the crimes of state terror.

The independence of the judiciary has been re-established and after 24 years of impunity, the aberrant Ley de Caducidad has gone.
