Actually, setting it in freeradius_pysaml to 247 (instead of 248) seems to work fine. I would have sworn I did exactly this earlier and it didn't work, but now it is… Entirely possible my brain missed a gear earlier and I hadn't changed it properly, or hadn't properly compiled the python, or something... So this might be fine after all. Will test again tomorrow with different sizes of SAML assertion and whatnot to see one way or another - just getting on aeroplane!
