Why 2 forms of ID, and what can these be?

At Portsmouth we have 2 levels of membership: Temporary (for those who can't provide address ID – it allow them to borrow 2 items only) and Full (full borrowing privileges if people can provide 2 forms of ID)

 

However, we have been doing some outreach work with homeless charities and shelters in the city, and as a result homeless people in the city get a library card with a full membership status.

In Islington borough we sign people on with what we call 'adultlite' meaning they can take some things out,  but not the full amount of books and videos, until they've brought proof of address.

This was to prevent fake users from signing up and taking out all the latest dvd's and then disappearing.

I don't know what the resulting changes have been since we've decided to do this.

One thing I've never asked about is how libraries deal with homeless people, or people who don't have a permanent address. This would be interesting to hear about.

A friend of mine, a very eminent University Librarian moved. One of the first things he did was go to join the City library.

He had not then found a permanent home, was just about to rent, but had a driving licence, but no utility bills. He was not allowed to join the library until he could provide them

How utterly ridiculous is that, how uninviting and over bureaucratic.

Hello all,

Does your authority require proof of name/address for library membership?

Do you have different categories of membership dependent on whether ID can be presented?

If you do not ask for any proof at all what has been the impact of this - ie. greater membership / increased loss of stock?

Any evidence or impressions from your own authorities is gratefully received. Responses will be summarised for the list.
