I would say only an investigation as to how this information was transmitted by the Council (if indeed that was the source)  will reveal the answer. It is quite possible for example that the simple fact of one parent asking for information is enough to put you on alert.

Hi,
 
This concerns information that may/may have not been given out by a Local Government Leisure Centre.
 
Child A has changed the times they go swimming. Parent A who is the estranged father of Child A, has found out this and 'comes to watch'' Child A at this session. Parent B is the mum who is blaming the Council for giving the information out to Parent A regarding the time Child A has his swimming lesson.
 
We are looking into this but until now were not aware of any issues within the family. Surely we've not breached the DPA, assuming we make the right checks that we are releasing the information to the actual parent/s?
